"Allow all" lets every crawler access every page (Allow: /) — the right default for most sites. "Block all" disallows everything (Disallow: /) — for a staging site you don't want indexed. "Custom" lets you list specific paths to disallow while everything else stays allowed.

Can I block specific bots only, not all crawlers?
